Tools for Improving TSMO Planning and Organizational Capabilities

USDOT and FHWA have developed several tools and interactive web resources to assist agencies with identifying, analyzing, and prioritizing both TSMO program improvement actions and TSMO project level investment decisions.

TSMO Program Assessment Tools

Capability Maturity Model (CMM) Assessment for TSMO. This tool enables an agency to assess its overall TSMO program. It can also be used with partners in the region to assess regional TSMO efforts.

Business Process Frameworks. Capability maturity frameworks agencies can use to enhance TSMO agency effectiveness in eight TSMO program areas: Road Weather Management, Planned Special Events, Traffic Incident Management, Traffic Management, Traffic Signal Management, Work Zone Management, Active Demand Management, and Traffic Analysis.

Understanding and Applying the CMM to Advance TSMO Programs. Web-based course designed to equip TSMO champions with enough knowledge about the CMM to lead a self-assessment of their agency and partners’ capabilities to deliver TSMO (NHI Course 133141).

TSMO Benefit-Cost Tools

Tool for Operations Benefit Cost Analysis (TOPS-BC). TOPS-BC is a sketch-planning level decision support tool. It is intended to provide support and guidance to transportation practitioners in the application of benefit/cost analysis (BCA) for a range of TSMO strategies.

USDOT ITS Deployment Evaluation Site. The USDOT Intelligent Transportation Systems Joint Program Office (ITSJPO) has developed an ITS Benefits Database and ITS Cost Database. The database documents findings from the evaluation of ITS deployments. The site also contains an interactive ITS benefits-cost map.

Traffic Analysis Tools for TSMO

Traffic Analysis Toolbox. The Traffic Analysis Toolbox offers 14 volumes of technical information related to traffic analysis, modeling, and simulation. Among the topics covered are traffic analysis tools and methods, performance measures, modeling software, model calibration, and data requirements.

Travel Time Reliability Video Training Series. Six videos to help practitioners understand the benefits of travel time reliability analysis and the steps needed to conduct a reliability analysis. The six modules cover topics such as why reliability matters, and tools, data collection, and visualization approaches used in travel time reliability analyses.
