Planning for Operations Research

FHWA Turner-Fairbank Highway Research Center Saxton Transportation Operations Laboratory

Through the Saxton Laboratory, FHWA administers an active research program to advance new transportation services and technologies including those related to planning for operations such as the development of a virtual data access framework to support planning.

TRB Planning for Operations Subcommittee of the Regional Transportation Systems Management and Operations (RTSMO) Committee coordinates and advances research to advance planning for operations.

SHRP 2: Reliability Focus Area
The second Strategic Highway Research Program (SHRP 2) has several recent research projects related to understanding improving travel reliability. The most relevant projects for planning for operations include:

  • Project L01: Integrating Business Processes to Improve Reliability
  • Project L03: Analytic Procedures for Determining the Impacts of Reliability Mitigation Strategies
  • Project L05: Incorporating Reliability Performance Measures into the Transportation Planning and Programming Processes
  • Project L06: Institutional Architectures for to Advance Operational Strategies
  • Project L11: Evaluating Alternative Operations Strategies to Improve Travel Time Reliability
  • Project L17: A Framework for Improving Travel Time Reliability
  • Project L35: Local Methods for Modeling, Economic Evaluation, Justification and Use of the Value of Travel Time Reliability in Transportation Decision Making
  • Project L36: Regional Operations Forums for Advancing Systems Operations, Management, and Reliability
  • Project L38: Pilot Testing of SHRP 2 Reliability Data and Analytical Products

SHRP 2: Capacity Focus Area
The second Strategic Highway Research Program (SHRP 2) has several recent research projects in the capacity area that are relevant for planning for operations. Those projects include:

  • Project C01: A Framework for Collaborative Decision Making on Additions to Highway Capacity
  • Project CO5: Understanding the Contribution of Operations, Technology, and Design to Meeting Highway Capacity Needs
