CALIFORNIA: BART Travel Incentives Pilot Project
The Bay Area Rapid Transit (BART) Travel Incentives Pilot Project used incentives to encourage BART riders to shift their travel to the shoulders of the peak period. This involved creating a BART incentives program whereby riders receive reward points for BART travel, and higher levels of reward for off-peak travel. Travelers could cash out their rewards or use points to play a game for higher levels of reward. Traveler responses to the incentives were monitored closely using transit smart card (Clipper) data, and incentives adjusted for maximum effect. The project is jointly led by San Francisco County Transportation Authority (SFCTA) and BART.

This quarter, SFCTA and BART finalized the full evaluation report, which is available online at https://www.sfcta.org/BART-perks. SFCTA staff presented findings from the program at the FHWA National Congestion Pricing Conference in May.
SFCTA staff also advised BART on the development of the next phase of the program, which is led by BART and scheduled to launch in the fall.
The next quarter is the final quarter for the grant, and SFCTA will go through procedures to close out the project.
