Traffic Incident Management Capability Maturity Self-Assessment Tool

Welcome to the Traffic Incident Management (TIM) Capability Maturity Self-Assessment (CMSA) tool. This tool is intended for agencies or regions to assess current capabilities with respect to traffic incident management. When the current capabilities are determined, the tool provides a list of concrete actions for agencies to improve their capabilities to a desired levels.

Scope

The TIM Capability Maturity Self-Assessment (TIM CMSA) tool was developed by the U.S. DOT Federal Highway Administration with input from state DOTs, law enforcement, and other TIM responders. The TIM CMSA allows an agency to assess and benchmark its existing capabilities, and, upon completion, provides an Action Plan with tangible actions for the agency.

Use this framework if:

  • Looking for ways to improve TIM institutional capability in the region
  • TIM SA results have shown a plateauing of scores across the various dimensions

Who should be involved?

  • TIM program and other managers in the region
  • Representatives from transportation, law enforcement, fire/rescue, emergency medical services, towing and recovery, and all other responder or TIM committee disciplines
