5.0 Conformity to the ITS National Architecture

As noted earlier, the Integration Strategy process was designed to help central Ohio, through a consensus building approach, develop a mechanism by which central Ohio could fulfill the requirement outlined in TEA-21 to ensure all ITS projects using federal funding conform to the ITS National Architecture. MORPC has taken the first step toward achieving conformity by developing this document – the ITS Integration Strategy for Central Ohio. Since FHWA has yet to make its final ruling on conforming with the ITS National Architecture, MORPC will continue to develop its definition of what it means for a project to be in conformity by using the Transportation Management Committee as an advisory group. The following are the types of requirement which the MORPC and the group will be considering:

  • That ITS-related projects (as defined by FHWA's Interim Guidance) survey potential integration partners with their system as part of the initial stages of the project, and furthermore, that the project encourages an open system approach and considers other organizations and agencies that could benefit from integrating with the project.
  • That the implementing agency promoting the ITS-related project use the functional flow diagrams outlined in this document to identify potential integration partners.
  • That ITS-related projects use the ITS National Architecture approved standards (where available/applicable). MORPC is aware that these standards are still in development.
  • Legacy ITS-related systems or systems already in design are excluded from this conformity requirement. However, MORPC hopes that every effort will be made to apply where possible these principles in developing upgrades to these legacy systems.

MORPC plans to revisit these requirements and when the final rule is established and ensure the ruling's requirements are included in its planning process.
