The Work Zone Safety and Mobility Rule went through a lengthy rulemaking process before the final version was published on September 9, 2004. The Advanced Notice of Proposed Rulemaking (ANPRM) asked questions to determine if and how the regulation needed to be revised to better respond to the issues surrounding work zones. In response to the feedback received on the ANPRM, the Notice of Proposed Rulemaking (NPRM) was issued. The NPRM proposed changes to the regulation to integrate fuller consideration of the safety and mobility impacts of work zones into the project development process and to provide for worker safety and efficient construction. The comments received on the NPRM were addressed in the Supplemental Notice of Proposed Rulemaking (SNPRM). The final Rule was then published after fine-tuning the language based on comments received on the SNPRM.
