Business Process Frameworks for Transportation Operations

Road Weather Management Capability Maturity Framework Tool

Welcome to the Road Weather Management Capability Maturity Framework (CMF) tool. This framework is intended for agencies or regions to assess current capabilities with respect to road weather management. When the current capabilities are determined, the tool provides a list of concrete actions for agencies to raise their capabilities to the desired levels.

Scope

The framework assesses the ability to effectively manage traffic flow and operations before and during adverse weather conditions, and support highway personnel in making appropriate road weather management decisions. Road weather management includes maintenance and operations activities undertaken by an agency to prevent or mitigate the impacts of adverse weather conditions on the transportation system.

Use this framework if:

  • You are considering any road weather management deployments such as advanced traffic management technologies and strategies, or implementing maintenance decision support systems
  • You are considering improving the availability and utilization of weather information in the management decision-making process

Who should be involved?

  • Agency maintenance staff
  • Agency operations staff
  • Meteorologists
  • Emergency operations managers
