About SHRP2

The Strategic Highway Research Program's (SHRP2) was a national partnership of key transportation organizations including the Federal Highway Administration (FHWA), the American Association of State Highway and Transportation Officials (AASHTO), and the Transportation Research Board (TRB). The SHRP2 program was active between 2005 and 2017. During this time period, more than 100 projects spanning research, development, and implementation products were developed. Implementation efforts have continued in the years since the program's official end.

SHRP2 was created to find strategic solutions to four national transportation challenges:

  • Capacity: planning and designing a highway system that offers minimum disruption and meets the environmental and economic needs of the community.
  • Reliability: reducing congestion and creating more predictable travel times through better operations.
  • Renewal: rapid maintenance and repair of deteriorating infrastructure.
  • Safety: fostering safer driving through analysis of driver, roadway, and vehicle factors in crashes, near crashes, and ordinary driving.

About SHRP2 Reliability Products

SHRP2 research, development, and implementation efforts shined a brighter spotlight on the importance of operations and increased the support of transportation leaders across the country for operations. The products developed under SHRP2's reliability focus area have strengthened the operations capabilities of transportation agencies, provided new analytical methods, advanced operations practices, and built a new community of practice for operations. This site exists as a permanent home for SHRP2 Reliability Products. Here, you will find links to each of the Reliability Products and bundles which were developed during the initial SHRP2 period of performance, but continue to live on as independent products.

The SHRP2 Reliability focus area targets congestion and travel time variation--that frustrating characteristic of the transportation system that means you must allow an hour to make a trip that normally takes 30 minutes if you want to be sure you arrive on time. SHRP2 Reliability Products created new knowledge, methods, and products that help transportation agencies across the nation maximize the efficiency and use of their existing highway and roadway space. The relatively low cost and shorter time for implementing transportation systems management and operations (TSMO) strategies makes them an attractive approach to addressing modern transportation challenges. Effectively applied, TSMO can help agencies delay the need for system expansion and sometimes even alleviate the need for it altogether.

This emphasis on TSMO is a change for agencies that were formed to design and construct roads and bridges. The SHRP2 products helped equip agencies for this change. Among other things, SHRP2 highlighted the importance travelers and shippers place on the predictability of travel time and the value of using travel-time reliability in analyzing system performance and making decisions about current operations and future investments. This was a new kind of analysis, for which tools and data were limited until SHRP2 developed algorithms, software, and guides that help agencies integrate reliability.
