Traffic Signal Program Handbook

The purpose of this handbook is to advance the use of objectives- and performance-based approaches to traffic signal management and to improve design, operations, and maintenance practices. Part I of the handbook describes the elements of a traffic signal program and how to assess and improve the level of maturity of the program’s capabilities. Part II focuses on the systems and technologies associated with a traffic signal program to provide insight and guidance for traffic signal program managers and operators to make decisions on systems and technologies to install at signalized intersections.
