Description of Figure 12 – Example of Resource Allocation and Utilization Process in Asset Management

This flow chart shows the resource allocation process. Policy goals and objectives and performance measures lead to planning and programming, which lead to program delivery, which leads to systems monitoring and performance results, which leads back to policy goals and objectives. Quality information and analysis (inventory, condition, performance) affect all four steps.

Examples of policy goals and objectives and performance measures are transportation system performance (including customer perceptions), economic, and social and environmental resources. Examples of planning and programming are options, project evaluations, and tradeoff analyses from asset classes, investment categories, funding types, and decisions on allocating agency resources, including financial, human, and information resources. Examples of program delivery are inter-governmental agreements, outsourcing, and procurement options.
