Freight Peer-to-Peer (P2P) Program Overview

Through the FHWA Freight Professional Capacity Building (FPCB) program, FHWA supports transportation professionals in State, regional, and local agencies to connect with and learn from their peers.

Through peer learning, transportation professionals in multiple roles (including analysts, planners, technicians, and managers) will develop and strengthen the skills and knowledge needed to invest in the Nation’s dynamic freight transportation system. For example, transportation professionals need to be able to identify, develop, and implement effective strategies that improve freight safety, mobility, performance, and efficiency. They also need a strong understanding of how freight contributes to economic development, how freight connects to and impacts other parts of the transportation system, and where unwanted impacts may need to be addressed or mitigated.

The FPCB program also provides opportunities that allow transportation professionals to build partnerships and collaboration with their peers. The FHWA offers a range of peer assistance opportunities, including referrals, training workshops, and peer exchanges.

How Can Transportation Agencies Benefit from FPCB Program Peer Assistance?

Peer assistance provides transportation professionals with opportunities to engage with and learn from others who have similar goals or have faced similar challenges. Through peer learning, transportation professionals can expect:

  • Increased awareness of trends, opportunities, and resources benefitting freight planning, analysis, and program management.
  • Enhanced ability to develop and deliver freight projects and programs.
  • Increased capacity for networking and partnership with peer agencies.
