The graph shows a decrease in flow from 800 vehicles per hour (vph) in 2005 and 2006 at 12:01 A.M. to 100 vph in 2005 at 4 A.M. and 200 vph in 2006 at 5 A.M., increasing to 2,000 vph in 2005 and 2,500 vph in 2006 at 4 P.M. and decreasing to 800 vph in 2005 and 900 vph in 2006 at 11:59 P.M. When CMS advised drivers to use SR-84 at 12 P.M., the flow was 1,600 in 2005 and 1,800 in 2006. When PCMS advised drivers to use SR-84 at 2 P.M., the flow was 1,500 vph at 2:20 P.M. in 2005 and 2,500 vph at 2:20 P.M. in 2006. Also, a flow of 2,000 vph is shown at 4 P.M. in 2005 and 2,500 vph at 4:20 P.M. in 2006.
