Policy Statement:
The Traffic Control Review Team (TCRT) shall review randomly selected construction and maintenance work areas on the State Highway System and off-system construction projects to determine the effectiveness of the Kansas Department of Transportation's traffic control procedures. A minimum of three Districts will be reviewed each year by the TCRT, resulting in a biannual review of each district.
Procedural Guidelines:
The TCRT will be co-chaired by the Field Construction Engineer from the Bureau of Construction and Maintenance and the designated representative from the Bureau of Traffic Engineering. One representative each from the Bureaus of Design and Local Projects will be included on the team. Each District will provide an Area Engineer (AE)/Metro Engineer, a Construction Engineer (CE)/Construction Manager (CM), and either an engineer from the District staff or the District Safety Specialist to review traffic control in construction or maintenance work zones within each District. The AE/Metro Engineer and the CE/CM shall not be from the same area and should be rotated annually. Participation in the reviews by the FHWA will be at their option.
Projects selected to be reviewed by the TCRT and scheduling/coordinating the district tour are duties of the District CE/designee of each respective District. Additionally, the District CE will supplement the scheduled reviews with a representative sample of all construction projects and report findings annually to the TCRT. A construction representative who is knowledgeable about the project shall accompany the TCRT on the site visit.
Detailed notes of the TCRT finding and the supplemental reviews by the Districts shall be shared with the TCRT and appropriate District personnel. An overview of commonly found areas of concern will be provided to the other Districts, Director of Operations, Assistant Secretary and State Transportation Engineer, Chiefs of Traffic Engineering, Construction and Maintenance, Design, and Local Projects. These reviews will be used as a learning tool so that a high quality of traffic control can be achieved while maintaining uniformity across the state.
The TCRT shall meet on the call of the co-chairpersons to conduct reviews of those projects selected by the District CE within his/her respective District. Plans and traffic control signing and procedures for construction and maintenance work zones shall be reviewed for compliance with appropriate criteria and practice.
Ad hoc reviews may be requested by a District Construction Engineer. Review requests should be forwarded to the co-chairpersons.
