This is the fourth generation of the Systems Engineering for ITS content, published December 2022. It combines and updates content that was previously included in the FHWA Systems Engineering Guidebook (SEGB) and Systems Engineering Handbook (SEHB) publications. 

Background

The SEGB was originally created through a joint effort by the FHWA California Division and Caltrans. Version 1 of the SEGB was published only in document form in 2006.  The first SEGB website was published as version 2 in 2007 and version 3 of the SEGB was published in 2009.  In parallel, the SEHB was developed by FHWA HQ as a higher-level, more approachable document that was published in 2007.  The Systems Engineering for ITS content replaces both of these publications and includes substantial improvements as summarized in the following graphic.

While the SE for ITS content is maintained as a Word document, the website produced from the document content is the primary way the information is accessed. The web presentation allows access to approachable content (e.g., via the Introduction View) and detailed content that matches the level of detail in the original SEGB.  You pick the entry point and information you need.

The SE for ITS Website is based on the original Systems Engineering Handbook and Systems Engineering Guidebook. It includes new Planning for Ops, Risk-Based Tailoring, Agile, SERF/SEMP, and Project Planning content and includes extensive revisions throughout.
