Freight Performance Measure Approaches for Bottlenecks, Arterials, and Linking Volumes to Congestion Report

FHWA's Office of Freight Management and Operations (HOFM) releases this work on approaches to understanding freight bottlenecks to support national, State and MPO freight analysis and planning. This is important because identifying bottlenecks and assessing magnitude of impact helps to identify which bottlenecks need to prioritized for capital or operational improvements. This work evaluates various approaches to understanding bottlenecks and provides guidance on methods to best assess freight flow on the NHS while focusing specifically on arterials and also understanding areas of greatest impact by linking volume analysis to bottleneck assessment.
