Weather data was used to categorize the data into Traffic Data: Clear, Traffic Data: Rain, and Traffic Data: Snow. Rain and Snow categories were further sub divided by intensity level n and visibility level m, from which weather adjustment factors of u subscript f, u subscript c and q subscript c are generated.
