Graph shows the increases in mean score in 2008 over the baseline for tactical operational issues. For procedures for major incidents, the mean score increased from 2.41 to 2.90; for responder and motorist safety, the mean score incrased from 1.71 to 2.21; and for the response and clearance category, the mean score increased from 2.6 to 2.77.
