Description:

The congestion management system (CMS) process begins with four steps: (1) identify performance measures; (2) identify congestion; (3) answer the question, "Does improvement address deficiencies?; (4) identify CMS evaluation priorities. Three evaluation steps are next: (5) strategy screening; (6) evaluation of viable strategies; and (7) recommend best strategy. This CMS process culminates and feeds sequentially into the transportation plan, project development, and project implementation.

The metropolitan planning criteria evaluation informs the CMS process at steps 4 (evaluating priorities) and 6 (evaluating viable strategies), as well as feeding into the transportation plan.

At step 3 in the CMS process, the question "Does improvement address deficiencies?", two alternatives affect the process. If step 3 is answered "yes", the question "Is MIS required?" applies. If "yes, MIS is required, step 4 (identifying evaluation priorities) is skipped, and the CMS process moves to step 5 (strategy screening). If MIS is not required, a new question is posed: "Is CMS evaluation desired?" If evaluation is desired, step 4 is skipped and the process moves to step 5. If evaluation is not desired, the process feeds directly into project development, skipping over strategy screening, evaluation of strategies, recommending best strategy, and the transportation plan.
