Figure 5 contains the Federal Highway Administration text definition of transportation performance management: Transportation Performance Management, a strategic approach that uses system information to make investment and policy decisions to achieve national performance goals, 1) is systematically applied, a regular ongoing process; 2) provides key information to help decision makers allowing them to understand the consequences of investment decisions across multiple markets; 3) improving communications between decision makers, stakeholders, and the traveling public; 4) ensuring targets and measures are developed in cooperative partnerships and based on data and objective information.
