Figure 78 is a line graph showing the cumulative network delays across the network for all scenarios. The horizontal axis represents the time of day (0 to 24 hours), and the vertical axis represents the cumulative network delays (in vehicle-hours). There are different curves for the following scenarios: no closure, partial and full closures.
