16. Abstract

The Federal Highway Administration (FHWA) sought to examine the use of technology to support the automated collection of border crossing travel time data at the Otay Mesa international port of entry (POE), with the intent of gaining an understanding of the degree to which it might be usable for improving operations and planning at border crossings throughout the US. The study involved the deployment and use of Global Positioning System (GPS) devices to capture the movements of a sample of trucks passing through the Otay Mesa POE. The Otay Mesa POE is a truck-only crossing located between the US and Mexico south of San Diego, CA. The study examined the viability of the GPS technology approach, and resulted in the capture of historical travel time data over the period of one year.
