This diagram depicts the placement of equipment, vehicles, and individuals in response to a single car rollover off the roadway.
The diagram depicts a three-lane roadway; arrows indicate that the direction of travel is from left to right. The roadway contains both a left shoulder and a right shoulder. In this image, a vehicle has run off the roadway on the right side, going off the right shoulder and into the area off the road.
At the far left of the diagram, advance warning signs are placed both to the right and the left of the roadway on the shoulders. Shortly after the signs, a row of traffic cones is set up to close the right shoulder to traffic for the length of the incident area. All vehicles and personnel are located on the shoulder area as follows: The first vehicle is the safety/service patrol vehicle, followed by a police vehicle, followed by a fire vehicle. A flagger is stationed in front of the fire vehicle within the shoulder area and behind the line of traffic cones. After the flagger is the vehicle that has rolled off the road. Some distance ahead of the disabled vehicle but still on the shoulder is an EMS vehicle. In front of The EMS vehicle is a tow truck. The line of traffic cones ends in front of the tow truck, opening the right shoulder.
