Section 2.1 Key Personnel
The port has a track record of excellence in project management. The project team has been recognized in the container terminal business worldwide as a source of best practices when it comes to the on-time, on-budget completion of projects that meet or exceed the expectation of stakeholders.
The project team started in 2004 with the design and implementation of the VIG Terminal. The $504 million project was completed on time and on budget and has been a model for more than 20 similar terminals designed and built since its opening in 2007.
The project team then took up the challenge to implement the second automated terminal in the
U.S. when it built the automated facility in Global Container Terminal (GCT) Bayonne. This $300
million project finished on time and on budget. It also was the site of the first mandatory TRS on
the U.S. East Coast. Prior to leaving to return to Virginia to manage the new expansion projects,
the team was the driving force behind the design, implementation and deployment of the NY/NJ
centralized Port Truck Pass Truck Portal System as well as the TRS, which was deployed in 2017.
The project team has returned to the port to take on the challenge of implementing a series of projects valued at more than $700 million. The new $42 million gate project will continue the trend of on-time and on-budget results. The other major projects are currently tracking scope, budget and schedule.
The port realizes that the successful densification projects will depend heavily on the implementation of technology to manage truck flow at the terminals. This dependency has been addressed by making the TRS a key project in the portfolio managed by the technology and projects group.
The team is fully prepared to support the efforts related to the grant.
Its reputation for successfully delivering projects has earned the project team the respect of key terminal management software suppliers. We have excellent relationships with Navis, the leading supplier of terminal operating systems in the world. This relationship will be a critical factor in obtaining the right people at the right times to make the project a success. In addition, we have an outstanding relationship with Advent Intermodal. Advent is the current operator of the LA/LB Pier Pass system, they run the eModal system, which was the pioneer product for wide scale container availability data, and they were the creator of the current TRS technology deployed in NY/NJ and Virginia.
