6.1 Connecting ITS Needs to the Program Plan

ITS needs were discussed in more detail in Chapter 4. They are summarized in Table 6-3 below.

Table 6-3. ITS Needs
Issue/Need Need Category
System Integration
1. Improve congestion around special event venues before and after events. This need falls under the system category empty cell
2. Better management of congestion caused by incidents on freeways and major arterials This need falls under the system category empty cell
3. Alleviate peak hour traffic congestion This need falls under the system category empty cell
4. Curtail behaviors that contribute to crashes This need falls under the system category empty cell
5. Reduce the length of time that crashes block roadways This need falls under the system category This need falls under the integration category
6. Reduce delays to emergency vehicles on arterials This need falls under the system category empty cell
7. Apply lessons learned from current ITS applications to maximize the benefits of existing systems This need falls under the system category empty cell
8. Lack of means to create a current picture of the regional transportation network empty cell This need falls under the integration category
9. Technology incompatibility empty cell This need falls under the integration category
10. Home Rule environment empty cell This need falls under the integration category

The remainder of this chapter summarizes thirty individual projects that are part of the Program Plan, and identifies the specific ITS needs that each project addresses. These projects are divided into Track 1 (Optimize Existing ITS), Track 2 (Integrate Systems and Agencies), and Track 3 (Expand ITS Geographic Coverage and Services). Track 1 and Track 3 respond to the needs categorized as System Needs. Track 2 responds to integration Needs.
