This flow chart of the Incidence Response Plan for the 11th Street Bridges reconstruction project shows the following steps.
When a 911 call comes in, UCC dispatches MPD and EMS. The agencies notified based on protocol are FEMS, MPD Harbor Patrol, HSEMA, and others. The question is asked "Is the site is accessible?" with the following conditions and responses:
- With EMS vehicle. If yes, road crew clears road for EMS vehicle. If the road remains clear, EMS will transport victim to hospital.
- On foot. If yes, EMS will be at designated locations with vehicles. Contractor personnel assist EMS personnel. EMS will transport victim to hospital.
- River access. If accessible by boat, contact Harbor Patrol. EMS will be at designated locations. Harbor Patrol will pick up EMS personnel. Harbor Patrol will transfer EMS personnel and victim. EMS will transport victim to hospital.
- River access. If not accessible by boat, 911 will be notified that helicopter is required. Helicopter will transport victim to hospital.
