Figure 2 is the same picture as the title picture for Full Road Closure for Work Zone Operations: A Case Study. It exhibits a view of a construction site along a stretch of the Interstate 84 Banfield Freeway in Portland, Oregon. The photographer took the picture from a perspective about 15 feet off the ground. The picture shows a line of barricades physically separating the workers on the left from the three lanes of oncoming traffic on the right. In the middle of the right hand side of the picture, a pavement grader applies a treatment to the road attended by half a dozen workers.
