Risk Assessment of Natural and Technological Hazards: A look at Calcasieu Parish

Abstract:

Hurricane winds, storm surge, or flooding could be a determining factor in an accidental release of a hazardous substance from a fixed chemical production site or from the transport of hazardous substances on highways, railroads, or waterway. Traditional emergency planning and mitigation efforts examine scenarios that involve accidents resulting from the operational processes chemical production units. Separate planning and mitigation initiatives examine the nature and impact of natural hazards including hurricanes. We seldom examine as a part of the emergency planning process scenarios resulting from dual hazards including extreme weather conditions such as a hurricane and a hazardous chemical.
