Title:

A Research Agenda for the Estimation of the Economic Benefits of Improved Weather Information for Surface Transportation

Abstract:

This paper focuses on the question of how can the economic benefits of weather information systems be studied as part of the evolution of both improved weather information from NOAA and its integration into Intelligent Transportation Systems. The paper outlines the basic elements of the surface transportation system that could be affected by improved weather information, the elements of what may be termed to the "surface transportation weather system" as it currently exists and is likely to develop, and the economic issues that should be incorporated in thinking about the development of that system. The paper concludes with a set of recommendations for a research agenda to measure the economic benefits associated with weather for surface transportation.
