Effect of Weather on the Relationship Between Flow and Occupancy on Freeways

Abstract:

This paper investigates the relationship between flow rates and roadway occupancies on freeways in adverse weather conditions. A quantitative description of the effect is important for use with automatic incident detection logic. Conclusions from the analysis are clear: adverse weather affects the flow-occupancy function by reducing the slope of the curve that describes uncongested operations; as a result, maximum flows are also reduced during such conditions.
