Graph shows change in scores in traffic management programs between the baseline and 2008. For multi-agency multi-year strategic plans, the mean score increased from 1.35 to 1.97; for inter-agency agreements policies/procedures, the mean score increased from 1.71 to 2.28; and for field-level input, the mean score increased from 1.83 to 2.44.
