The people layer includes consumer, producer, enabler, and travelers. Consumer includes: executive, tactical manager, operations manager, and operator. Producer includes: data analyst and transportation system analyst. Enabler includes IT staff.

The process layer includes decision processes, analytic processes, and information governance processes.

The platform layer includes real-time decision support systems, data repositories, and data and simulation analytic tools. Data repositories include data marts and data warehouse.

The data layer includes operational data stores, other agency data, crowdsourcing data, and private sector vendor data.
