Blue represents a road project, Red represents a transit project, and green represents a regional program. The y axis is the benefits to cost ratio and the x axis is adverse impacts on targets. In the upper left quadrant (positive benefit/cost, adverse impact on targets) are blue circles for Highway Expansion and Express Lane Network.
