Figure 1 is a diagram showing the framework for performance-based planning and programming. The top of the framework is planning, which consists of Strategic Direction and Analysis. Strategic Direction asks the basic question - Where do we want to go, that is, it requires the laying down of the Goals and Objectives and the Performance Measures. The Analysis component asks the question- How are we going to get there, that is, it asks to identify trends, targets, alternatives, and to develop investment priorities. Next after the planning component is the Regional plan, subdivided into the investment plan, resource allocation, and program of projects. After the Regional Plan is the Project Design consisting of the preliminary Engineering, purpose and need, and the final design. PBPD activities and analyses of potential cost savings is curried out during the Project Design Component. Following the Project Design is the Implementation and Evaluation of the project. This consists of construction and system deployment, monitoring, evaluation, and reporting of the project. The output that is received from this implementation and evaluation is used in planning to inform future analyses and priorities. The Planning, Regional Programming and Project Design are a part of the Data and Public Involvement process.
