Figure 75 is a line graph showing the average speeds across the network for all scenarios. The horizontal axis represents the time of day (0 to 24 hours), and the vertical axis represents the vehicles» speed (mph). There are different curves for the following scenarios: Base, no closure, partial and full closures. The AM and PM peaks are reflected by drops in speed (mostly significant in the PM peak period). The full closure scenario generally presents the lowest speeds, most significantly during the PM peak period.
