Figure 3 is a table showing a sample impact matrix developed by the New Jersey Department of Transportation (DOT). It includes primary project characteristics such as road user cost, retail business disruption, neighborhood disruption, disruption of employers/activity, political sensitivity, impacts of local/developer projects; and secondary project characteristics such as duration of contract, number of construction, capacity reduction (percent), roadway type, Average Daily Traffic, seasonal traffic increase, expected delay, project length, urbanization, truck volume, public and medi attention. It further includes project data (qualitative) and project impact level for each project characteristic.
