Shipper cost benefits include lower prices, better performance, and reduced transportation costs. Economic competitiveness benefits include enhanced quality of life, greater attractiveness, and improved business environment. Freight carrier benefits include improved efficiency, higher profitability, and better labor conditions. Public benefits include less traffic volume, reduced congestion, and better safety and environment.
