In this decision tree diagram, the process starts at a high level with identification of Regional Goals. Objectives for operations are broad and focused on the desired outcome. As these goals are refined, the become more detailed and action-oriented, and are characterized as activity-based objectives. The most focused result of the process is the development of management and operations strategies.

The regional goal identified is "improve system reliability." The broad outcome of this is reduced non-recurring delay per person. This outcome is to be achieve by two methods: Reduce Schedule Non-Recurring Delay per Person, and Reduce Unscheduled Non-Recurring Delay per person. The following hierarchical bullet lists shows how the decision tree drills down from each of these two methods to reach the final M&O strategy.
