In this decision tree diagram, the process starts at a high level with identification of Regional Goals. Objectives for operations are broad and focused on the desired outcome. As these goals are refined, the become more detailed and action-oriented, and are characterized as activity-based objectives. The most focused result of the process is the development of management and operations strategies.
