Stovepipe diagram shows each process involved in development of the CMS. Each step is presented in order and feeds into the next step.

System Analysis / System Determination – Identify System (mode & networks) for consideration.

Congestion Performance Measures – Identify congested corridors and isolated locations or congestion based on established performance measures:

Strategy Evaluation – Determine mitigation measures that apply to each corridor. Evaluate congestion mitigation strategies in priority order:

  1. Eliminate Trips or Reduce VMT
  2. Shift Trips from Automobile to Some Other Mode
  3. Shift Trips from SOV to HOV Auto/Van
  4. Improve Roadway Operations
  5. Add Capacity

Note that this element feeds back into the system analysis/system determination step above.

WILMAPCO Regional Transportation Plan (RTP) Project Pipeline/Needs Inventory – Projects from strategy evaluation submitted to State DOT project pipelines for consideration and addition to the WILMAPCO RTP Aspirations List.

Project & Problem Prioritization – Aspirations projects from the RTP are put through the WILMAPCO prioritization process for inclusion in the 4-year Transportation Improvement Program (TIP) and the statewide Capital Transportation Plans (CTP). Implementing agencies also conduct other prioritization and analysis of projects.

Project Implementation

System Monitoring / Project Effectiveness – Track regional congestion trends and effectiveness of implemented projects based on performance measures.
