Description The United States Federal Maritime Commission (FMC) has published a report investigating whether the United States Harbor and Maintenance Tax, as well as other factors, incentivize a shift of container traffic from the U.S. West coast ports to seaports located in Canada and Mexico. Researchers present several case studies from North American ports to discuss the factors influencing shippers' decisions to ship through ports located in Canada and Mexico.
