Description Utilizing ATRI's truck GPS database, daily trip counts by the Georgia Department of Transportation, and emissions factors from the U.S. EPA's emissions model, ATRI studied the effect of congestion on fuel consumption and emissions at the interchange of I-285 and I-85 in Atlanta, Georgia. The study demonstrated that if improvements to the interchange were made to allow the free-flow of traffic, up to 4.5 million gallons of fuel could be saved annually. This report is the second in the series "Fixing the 12%" which studies the most congested highways in the United States.
