Dear Mr. Chairman:

This letter serves as the inaugural report on the proposed allocation of amounts to be made available to finance grants and recommendations of projects for funding under Section 1301, Projects of National and Regional Significance, of the Safe, Accountable, Flexible, Efficient, Transportation Equity Act: A Legacy for Users, (SAFETEA-LU).

Section 1301(k) requires the Secretary to submit each year, a report to the House Committee on Transportation and Infrastructure and the Senate Committee on Environment and Public Works. The report includes a proposal on the allocation of amounts to be made available to finance grants to the States for projects of national and regional significance under Section 1301, and recommendations of projects for funding based on the evaluations and ratings required under Section 1301 (f) and on existing commitments and anticipated funding levels for the next 3 fiscal years and for the next 10 fiscal years based on information currently available to the Secretary.

In light of the directive in Section 1301 (m), to allocate the sum total of all Section 1301 funds to the 25 projects identified in that section, and the requirement that this allocation be distributed for each of Fiscal Years (FY) 2005, 2006, 2007, 2008, and 2009, at 10 percent, 20 percent, 25 percent, 25 percent, and 20 percent respectively, I recommend that the 10 percent of funds available in FY 2005 and the 20 percent of the funds available in FY 2006 be allocated to each of the statutorily designated projects in FY 2006. The enclosed table shows the allocation of funds to the statutorily identified projects for the years 2005-2009.

Identical letters have been sent to the Ranking Member of the House Committee on Transportation and Infrastructure and the Chairman and Ranking Member of the Senate Committee on Environment and Public Works.
