A bar chart showing operating costs in constant 1995 dollars for railroad operating costs per revenue ton-mile for each year from 1980 through 1995. In 1980, 1981, and 1982 the cost per ton-mile was about 6 cents, falling to approximately 5 cents in 1983, and then 4.7 cents from 1984 trough 1986. In 1987, costs were about 4.1 cents falling steadily to 3.3 cents in 1990, rising to 3.6 cents in 1991, and then falling to 2.1 cents in 1995.
