Organizational approaches range from less formal to more formal:
- Ad hoc arrangements based on near-term issues and personal relationships and interests (less formal)
- Informal working groups that meet regularly to address topics of regional significance (less formal)
- Formally established joint working groups with assigned responsibilities for regional planning for operations (more formal)
- Funded entities with full-time staff and well-defined responsibilities related to regional planning for operations (more formal)
- Legal entities with dedicated resources, authorities, and governing boards that represent agencies and jurisdictions in regional planning for operation efforts (more formal)
