Title:

UTC and Inclement Weather Conditions

Abstract:

In Leichestershire, urban traffic control (UTC) is based on an adaptive signal control system (i.e., SCOOT). There was evidence that system operation was degraded during inclement weather conditions. It was shown that increased congestion during inclement weather was at least partially attributable to a reduction in driver/vehicle performance rather than increased traffic flows. It is possible to ameliorate said congestion in a SCOOT environment by the introduction of special timetables.
