Title:

Research on the Level of Winter Road Management

Abstract:

This study focuses on the level of winter road management and analyzes regional characteristics, snow removal cost, and degree of road-user satisfaction to study the level of winter road management that should be provided in a heavy snow region. The analysis revealed that, in the region studied, road surface snow cover had a great impact on driving speed and that driving speed differs between snow removal work sections. It also showed that snow removal was adequate and economically efficient and that road users were not dissatisfied with road surface management. The results demonstrated that it was appropriate for driving speed to be an index of the level of road management in a heavy snow region and that local rules must be established for each snow removal section.
