This figure displays a three by three matrix consisting of the "Cost if Event Occurs" on the vertical axis and the "Probability of Occurrence" on the horizontal axis. Each axis is labeled Low, Medium, and High. When the Probability of Occurrence is Low, the Cost if Event Occurs is 1, 2, and 3 for Low, Medium, and High respectively. For a Medium Probability of Occurrence, the Costs are 2, 4, and 6 respectively. For a High Probability of Occurrence, the costs are 3, 6, and 9 for Low, Medium, and High costs.
