Capacity-Reducing Occurances

Abstract:

This paper discusses both permament and temporary reductions in capacity. All of the capacity reductions are discussed based largely on the duration of the reduction: lane drops and other permanent reductions, construction, weather effects, and accidents or breakdowns. Section 3 covers capacity reductions due to adverse weather. This section examines the effects of various weather conditions, and then briefly addresses the issue of when and how to take these effects into account in analyses.
