VPP Projects Involving Tolls

Project - ILLINOIS: Comprehensive Pricing in Northeast Illinois
In FY 2003, the VPP program awarded funds to study the feasibility of variable tolls on tolled routes operated by the Illinois State Toll and Highway Authority. The Authority implemented variable tolls for trucks in January 2005. This project will study the feasibility of using congestion pricing to manage peak period traffic congestion in the Chicago region and assess the potential of implementing pricing to increase the use of alternate travel modes and enhance the capacity on the region's expressway system. Congestion pricing of existing tolled facilities operated by the Illinois Tollway, and existing non-tolled interstate highways will be evaluated in the study, generally within Cook, DuPage and Lake Counties. Both fixed and variable pricing will be considered in the study, together with pricing differentials for electronic toll collection and vehicle types. The project includes an extensive public and stakeholder outreach effort to assess the level of support and feasibility of various pricing strategies.
