Project - CALIFORNIA: Violation Enforcement System on I-15 Managed Lanes in San Diego

SANDAG is studying the feasibility of applying state-of-the-art violation enforcement systems (VES) to improve accuracy in verifying vehicle passenger counts and enforcing HOV and toll provisions of the future I-15 Managed Lanes. Some aspects of the VES study are being developed concurrently with, and will be integrated into, the FasTrak® electronic toll collection system for the I-15 Managed Lanes. Other more advanced approaches require proof-of-concept testing which SANDAG is planning to conduct on the new "middle" section of Managed Lanes that were opened to traffic on March 16, 2009 (described above "CALIFORNIA: I-15 Managed Lanes in San Diego"). The VES will utilize a combination of technology and business rules for the effective processing of HOT-lane violators.

SANDAG continued efforts with the sole Technology Assessment vendor, Delcan Corporation, to establish initial testing as part of the Advanced Vehicle Occupancy Enforcement Applications RFP. Tasks this quarter focused on initiating tasks and deliverables in preparation for Delcan's testing of automated vehicle occupancy equipment provided by Vehicle Occupancy Limited, Ltd. (VOL). Development of test schedules, test plan and procedures and installation plans and drawings were initiated by Delcan. Initial testing of VOL equipment on the I-15 Express Lanes is tentatively scheduled for Spring 2010.

The initial test site selected for the Technology Assessment phase is on the I-15 Express Lanes at Miramar Way using existing highway and toll infrastructure at the location. SANDAG is coordinating with its existing I-15 toll integrator, TransCore, to prepare the selected test site for testing by Delcan. SANDAG is also coordinating with the local Caltrans District office on permits needed to support this project phase.

SANDAG and its project consultant, HNTB, have begun strategic planning of potential options for additional vehicle occupancy testing within the I-15 Corridor should initial test results of the VOL system be deemed positive. Project staff continues to monitor current Value Pricing efforts in other California metropolitan regions to determine viability of any potential test phase for pilot implementation of transponder technologies on the I-15 Express Lanes.

Next quarter, project staff from University of California, Caltrans and California Highway Patrol will be engaged in review and completion of Delcan's submitted test plans and. SANDAG will continue to work with Caltrans on securing necessary permits to install the VOL system equipment for testing. Delcan will complete installation and test plans/drawings and begin installation of vehicle occupancy equipment at the initial test site.
