Project - FLORIDA: Priced Managed Lanes in Miami-Fort Lauderdale Region

The project is being implemented under two construction contracts in three phases. Phase 1A, northbound between SR 112/I-195 and the SR 826/ Florida Turnpike, I-95 (Golden Glades) Interchange, and 1B pro, southbound between the Golden Glades Interchange and SR 112/I-195, are within one contract. Phase 2 (northbound and southbound from the Golden Glades Interchange to I-595) improvements will be built by a second contract. The funding will come from leftover American Recovery and Reinvestment Act funds.

April - June 2009 Update

Continuing the trend from April it seems, pending a more detailed analysis that operations are stabilizing. A more detailed analysis is currently being conducted and will be distributed in late summer. Also, feedback from both motorists and transit riders using the facility continues to be very positive.

  • Serviced 624,086 vehicle trips bringing the total since opening (December 5, 2008) to 3,556,964.
  • Had estimated monthly toll revenue of $437,879 bringing the total revenue to date to approximately $2.34 million.
  • Tolls ranged from $0.25 to the highest toll for the month of $3.75.
    • Average weekday toll - $0.90
    • Average PM peak period (4pm to 7pm) toll - $1.85
    • Average weekend toll - $0.25
    • Average off-peak weekday toll - $0.47
    • Approximately 85% of the customers were charged $1.75 or less.
  • Average weekday traffic volume was 23,484, a 1.9% decrease over April.
  • Average PM peak period (4pm to 7pm) traffic volume was 7,091, a 1.4% decrease over April.
  • Operated 14 mph above the local lanes (LL) during the PM peak period (4pm to 7pm) and 6 mph greater overall.
  • Operated above 45 mph 99.4% of the time.
  • Remained open to motorist 95.5% of the time, while closed 3.3% due to planned construction and 1.2% due to non-recurring events.
  • In June reached a total of 7,971 registered vehicles.

The 95 Express Lanes in Miami-Dade County have been in operation since December 2008. This project involved the conversion of a single high occupancy vehicle lane in both directions to two high occupancy tolls lanes in both directions. These lanes rely on dynamic pricing to keep the lanes free flowing. A portion of the toll revenues is used to fund operations of the 95 Express Bus Service, which is composed of four routes that provide service between Broward County, northern Miami-Dade County, and downtown Miami. The Center for Urban Transportation Research at the University of South Florida evaluated the impacts of the express lanes on the 95 Express Bus. There were several positive findings. The 95 Express Bus Service has benefited from the HOV to HOT conversion in improved travel times and on-time performance. The service has attracted a large percentage of choice riders, and ridership has grown despite rising unemployment in Miami-Dade County. On-board transit surveys reveal that the HOT lanes did influence riders' decisions to use the bus.
